I'd echo Rona's question... have you selected the arrow? Have you even got any arrows?
Here's how archery goes with a controller...
1) press the top D-pad button. This brings up an image of a circle with each of your available arrow types.
2) Use left joystick to select the arrow type you want (rope arrows are shown by an arrow with a squiggly line around it)
3) release the D-pad. At this point Garrett will draw his bow with the arrow type that you selected, loaded.
4) if you want to fire the arrow now, press and hold RT. Use the right joystick to aim. Once you see the target reticle appearing, Garret will fire the arrow in a while (time delay depends on what trinkets you have). Bear in mind that it will fire automatically after a time.
5) If you don't want to use the arrow type but only want to select it for future use, press 'B' when the bow is equipped. Garrett will put away his bow. Moving with the bow equipped for a short time will also cause him to sheathe the weapon.
6) Even if you are taking a shot, you can always press 'B' before the arrow is loosed. This will make Garrett pull out of the shot and sheathe his bow. Useful when the target moves and you don't want to waste an arrow or draw attention by the noise it makes thudding into a nearby chunk of wood!
P.S. even with the bow drawn, you can press top D-Pad and select again. Garrett simply swaps the arrow type, ready to fire. You'll soon see the difference on-screen between a water arrow, for example and a rope arrow.
