Yes you can start a new game + after completing the main story but only once though

There's no limit to how many times you can start new game plus, when you've reached the end of the main campaign or The Following you can set the story progress back to right after the first night of the main campaign or to the very beginning of The Following.

My question is, I am playing a new game plus and when I finish it can I start a new plus game again?

i mean i guess i just mentioned there is only one true newgame + but you could do that too xd

And after you select this option all it does is reset you right back to the final objective of First Assignment, exactly the same as manually restart quest progress, putting you at the final objective of First Assignment. And you can select it more than once, as I quite literally am able to right now as these words are typed put a new game plus file into new game plus again even though that current file is only at 14% complete. One way or another it is still exactly the same as restarting from that quest, they're both effectively new game plus, one of them just adds an icon to the save file itself.

You can start new game plus (or restart quest progress from First Assignment since they're basically the same) again as many times as you want :)
