Don't know but don't think so. I saw the video and went there as soon as I reached Old Town, didn't even pay attention to the time.
Just crafting 1 won't give you much flight time, you need to craft 10 (they will stack) to achieve maximum flight time (you'll still fall at the end though).
Time of day and story progression progress are both irrelevant in obtaining this easter egg. All you need to do is be able to have access to Old Town.
