Early game try using short blades rather than blunt weapons or bigger stuff, you'll hit them easier if you strafe around their attacks too, try get in from the side.

Later on you may want a machete or khopesh, and to time your swing to dismember them as fast as possible. Again, attacking from behind or the side is best. Failing that, mod your weapons for fire or poison, even a non-fatal attack deals good DoT that way.

Molotovs. Until I got to level 15 or so that's all I used to deal with Rais' men. You could also point a gun at them, they stick their hands in the air which gives you enough time to aim and kill.

thanks for the replies - i tried to use a knife and a molotov. molotov took out one, then the knife dealt with the two left, it's much more manageable now. i'm all out of medkits now though :(

Try to unlock the dodge move, that's how I fight. When they throw a blade, dodge to the left or right. When they come in for an attack, dodge backwards and return the hit as fast as you can. Use the environment to your advantage too. Leap up on a van, make a loud noise to attract virals who will distract them. Kick them into the spikes, blow up the oil barrel. Sometimes I pop them in the head with a grappling hook too. Remember you can apply medkits fast enough to use one while you're fighting. Dip behind a car and hit "h" and you'll have one on before the men can follow you. But most of all, never turn down a chance to fight Rais's men, other survivors. Experience is your best bet, for you and for Crane's capabilities. Not to mention, where you find Rais's men you always find valuables. The citizens they torment give out weapon mods and money, delivering the contents of the air drops they guard to a quartermaster gets you ridiculous survivor points.
