You're complaining about bad optimization when your computer is inevitably terrible. Stop complaining. This game is difficult to run because the graphics are incredible, and you're running around busy environments.
The above 'fixes' may indeed work, but your game will look like garbage. Utter garbage.

Save it, right click, properties, click READ ONLY. You must ALWAYS click read only for config/ini file edits or the game will generally over ride them. Dying Light will over ride them if you go into graphic options menu and/or change a setting.

also, if you modify the file, you'd be better off setting it as read only (no write access) as the game overwrites it otherwise.
Clean OS, i9 9900KF, 16GB, R9 380 and i get a solid 60fps but that's later than 2015.
980Ti and Titan X released in 2015 and that'd run this like 100fps 1440p coupled with a i7 6700K.
Some times some systems just seem to run well. Luckily mines runs pretty well for tthe mid tier 2016 gpu

Runs fine over 80 FPS get a solid 60 FPS when crazy action is going on. Considering I played this on the PS4 30 FPS five times well I am happy with anything over 30 FPS lol.
