Missing side quest

I've done 43 out of the 44 side quest and I've spent hours trying to find the last one.
I've finished the game and completely explored the two cities.
Anyone have any idea where it might be?

43/44 here, though I don't remember giving the twins the sonar thingy... hm.

Doesn't matter. After you climb up the big antennae near the end of the game and cancel the bombing raid by GRE, you get contacted by the boss of the twins, and you finish their quest line in that same location. I had 43/44 at the time - nothing happened.

Availability: Complete the second half of A Pact With Rais
Location: Search for the Job Board in the Harbor, on the Eastern Side of the Slums.
Sweet Reward: $500, 2,500 Survivor XP
Difficulty: Easy

A person named Sophia wants someone to collect algae. Go to her home, located to the southeast of the Harbor. From there, head to the point marked on the mini-map and prepare to get your feet wet. Dive into the lake and grab the underwater herbs to beat this side quest, but you’ll need to visit Sophia once more to receive the cash.

U guys can try Drinking the potion Dhalia gives to you and after some crazy ♥♥♥♥♥, the questline will continue. I'm done with that but still stuck on 43/44. =\
