Health Regen
Can somedoby explain what if anything these skill's are supposed to do, i'm no mathematician, but it seems to me that these skill's do not actually provide any level of actual health regeneration of any number ever,

Agility level 5 - Health Regen & Agility level 13 Health Regen II, both for reasons unknown have done nothing for me.

I'm at a part of the game where my inventory was taken from me, and i had to survive in harsh conditions, i got to think why my health hasn't had any regeneration.

It increases your health regen from 25 to 45, if you are below that amount of health give it 1 second and you will regen it to 45 if upgraded.

useless skill is useless, why does it arbitrarily stop instead of going up. its like half a skill if anything, and not even a skill if the regen stops randomly like that.

other then that one story mission where i had nothing i dont see it's potential, i mean outside in my gear, i'm wielding melee weapons that deal 300dmg, and i have 86 medkits, i constantly gather herbs, and lychin for stamina and speed boosters so im always 'buzzed' and the only thing that kills me are those boomers

Finally someone who answers the question with useful info. Number of points doesn't answer how. Rewording the description doesn't help.
Saying that it ensures you have x number of points of health rather than increasing whatever health you have answers how it works.
This is not to disparage the other answerers, too much.

As my HS physics teacher would write on a test: RTP: read the problem. Then he'd give partial credit, since he realized you knew *something* about what was going on.
