If you can start a game with steam in offline mode then set it to LAN without having to connect to their online services then it should be possible. One person logs onto steam account in offline mode, another one logs in within offline mode. Then you two should see yourself in LAN coop lobby.
EDIT:
Just tested it out, you can host or join a LAN lobby while being signed out through steam, it may work just with the method I explained above. You should try it out, either one person offline mode another one online mode or both of you in offline mode in steam :)

Im just curious about the intial segment, isn't it weird to expect local co op on pc games?

Well, the main thing here is 5 milisecond lag on average which is not even noticable when compared to standard 60-120ms you get on contimantal servers on ithe internet.
Second of all, you can play many games with one copy on two (or even more) PCs in many games (that includes CS Global Offensive, Insurgency, GRID, Dirt 3 - those are the steam games I tested), you will have a blast hosting a LAN party with friends in one house. It's really fun to do it like that and although LAN gaming is less common for ordinary use (mainly being used for major tournaments in esports), it's still a good thing to benefit from if you got such possibility.
TL;DR - lag free, stable, social gaming experience if you got hardware, space and possibility to do it
Then you need to retrieve a backup on another PC by any way (DVD, local network sharing, Penrive, you name it).
Then you log in on your steam account there, choose to retrieve a backup via steam, wait for it to finish and then you go to offline mode on this PC. If both PCs are connected to same network then you just choose the "LAN" option in Options->network. One person hosts the game with firewall turned off, another person joins via in-game matchmaking (Both people have to get LAN option turned on). Should work this way, if it doesn't then unfortunately you can't make it unless going illegal or buying another copy, but I hope it will work.
