how to get into second antenna

im stuck at the bottom of the second antenna. How do you get past the locks on the ladder?

i read somewhere else you gotta climb it without the ladder, but it seem counter intuitive, been trying.

you actually have to climb the rock outcropping outside of the safe zone and get on the tower midway up.

Climb the ledges on the side of the tower.
