some users solved this error by running the Microsoft Visual C++ Redistributable installer and using the repair option in the installer. (In that thread they also link to a YT video where the recommendation is to use the VC_redist installer to remove, and then reinstall the files).
I don't know which Visual C++ Redist DL depends on, (probably 2015), but you should have more than one set, listed by year, located in the following directory;
You can try running each of them to at least repair the installation and see if that works.

I fixed it. Just deleted the whole game and found 2 DLLs in Dying Light folder - winmm.dll and StubDRM64.dll
After I deleted those files and reinstalled the game, everything works fine now
I think a few years ago I've tried to play Dying Light with my friend who didn't have original copy of the game and I tried to mod my game to match his version idk...
