Okay.. To go into NG+ go into the load screen where it gives you an option to load or start a new game. Highlight the game with 100% story and press F on PC for advanced settings. There you can start NG+.......................................................

Edit: 'whas fun with NG+ anyways? Yer so OP it's actually on the damn crazy side..

100% it's not NG it's just running around locations and that's it, like after the end of the game

Then you are doing something wrong man. Like I said above here, you have to start it from the "load game" screen
