How are you supposed to claim/download the free DLCs?

Clicking download on the steam pages for them just opens the game, then the in-game DLC menu says it's not installed, then when I click it, it opens steam browser in the overlay and then it asks if I need to install steam and that's as far as I can possibly get since steams already installed.

they should be installed.just go to your bag and check to see if the skins are there thats how you will know

Some change long time ago at Steam, create this issue. Clicking on free DLCs, will run the game.
The best is to leave the game running, and click on all free DLCs, then close the game, wait and run it again. If the DLCs content still don't appear in game, then access the game proprieties at Steam, to see if the DLC is checked. Also, take in consideration that each game have a different moment to allow DLCs to be avaliable, requiring you to progress further in the story first.

If it says that they are installed, then they are already in your game. Check the stash, filter it by DLC's and you should see there if you have the DLC outfits. As for weapons, go to inventory and filter the blueprints only to show you the DLC ones.

Im having the same issue. No fix so far...

You don't download or install them. You merely activate them.
Sometimes the client bugs out and you have to restart Steam. After that check your DLCs.
You have to play the game to utilize them.
If you have trouble navigating outfits or crafting you have to address that specifically.

So i figured something out. It is bugged and OP is right about being stuck in a loop(Trying to redeem dlc ingame) So just press sign in to steam. It will do nothing. However, after 10 sec ish the dlc was activated. Game needed to be restarted EVERY time i wanted to get a new free DLC :( So after 5 - 10 min ish i now have the free dlc's. PLZ fix for DL2
