The best is to leave the game running, and click on all free DLCs, then close the game, wait and run it again. If the DLCs content still don't appear in game, then access the game proprieties at Steam, to see if the DLC is checked. Also, take in consideration that each game have a different moment to allow DLCs to be avaliable, requiring you to progress further in the story first.
Sometimes the client bugs out and you have to restart Steam. After that check your DLCs.
You have to play the game to utilize them.
If you have trouble navigating outfits or crafting you have to address that specifically.
