Gold Grappling Hook!?

I saw in MrEdxwx's video, he has a gold grappling hook with freezing ability. He says he got it from a good friend.

My question is, is it possible to get this without exploiting/modding your game? It looks like a fun thing to share and laugh about, and I was wondering if it was possible I could make/ get somebody to drop this item.

I am a modder myself. Modding is allowed if VAC is off in-game (Should be off by default) and that as long as it is off, any modded item or weapon is perfectly okay! BTW If anybody needs a large amount of anything, then ill be able to give out drops. (PS: Those elemental grappling hooks are way more advanced than mod menu's and stuff so I might not be able to give those, closest thing is a regular golden grappling hook, sorry!)

So the scheme is to find someone who got them illegally, trade with him and turn VAC back on?
