Does Standard Edition include The Following?

Hi, I know a while ago all owners of the Standard Edition were upgraded to the Enhanced Edition for free, which included The Following.

The Following is not available on Steam anymore, and I've heard people say it comes for free with the Standard Edition.

My question is, does the Standard Edition still get upgraded to Enhanced for free for new purchases? Or Do you need to buy the Enhanced Edition to get The following DLC?
