Report a translation problem
This is probably why a lot of Players are telling you to link up with someone on Co-Op etc in another player's game, where he is the host and his progress allows it.
But, there are two things to remember. And I don't recall the current situation. My recall is that first you have to go into the Following yourself via actual travel to do it without another player. That also may require you to actually have completed the Air Drop Story Mission and a bit more in Dying Light base game. Not sure on that.
But you can actually choose The Following in your Main Menu and see what happens. I will check on that later this week, and maybe check back to post here, as I am starting a new Nightmare game.
There may be Steam Guides on this and YouTube Videos as well. But that should be enough context for you to figure it out. If you do not see a The Following Selection from the Main Menu of Dying Light then that suggests other issues. You can go offline to try all of these things without even Co-Op or other players.
TLDR:
-- No CO-OP should be required.
-- Following accessed off Main Menu
-- Links to a Base Game Save when you create a The Following Save.
-- But you have to have a Save in The Following by either having HOSTED YOUR OWN SUCH GAME IN CO-OP or saved in SINGLE PLAYER.
-- Without that only CO-OP WITH ANOTHER PLAYER WILL WORK.

The Following is accessed via the Main Menu. Basically, then you start it with a cut scene and you start in the tunnel. There is a separate save slot which is accessed the same way. It will link to the same position save slot in the Base Game, but after that the slots are most recent first, so you want to be careful about that. It will give you an opportunity to set one difficulty for the Base Game associated with it, and one for the Following save attached to it.
So, to access the Following is straightforward and can be done OFFLINE without Co-Op.
Now, the reason why people are suggesting Co-Op is like I said -- in the old days it was a way to bypass certain requirements because The Following wasn't included in the current Base Game which is now the Enhanced Edition (where it is included in the EE).
So, the other part of the reason is also like I said, it is a way to reset your starting location. Pick a Quest, set that as active in the Quest Tab, then exit to Main Menu. Then when you hit Continue after it saves, you will continue from the new location.
THAT SHOULD RESET YOUR POSITION. But if YOU IN YOUR OWN HOSTED OR SINGLE-PLAYER GAME HAVE NOT YET GONE INTO THE FOLLOWING, you won't default at that location until you go there once for yourself. So in that case, the teleporting workaround won't work, and you will probably be stuck in the slums.
There are a few other cases that might cause the same issue, but those probably don't apply here, so I have been long-winded enough.
