I have both Unknown items, and i've done the quest for the scam artist/psychic in the same house, but there's no prompt to activate the skull. I can't get this blueprint for some reason

I had to get the unknown items a 2nd time. Maybe cuz I stopped in between. Else just aim for the eyesockets on the skull.
