Dying Light ultimate weapon challenge not loading

I was doing the challenge Ultimate Weapon in Dying Light and completed the first two section of the quest but now it won't allow me to continue. It's been a couple days now and it's continued to say "Talk to Tobias when he has something new for you" and it won't change to just"Talk to Tobias" how could I fix this?

Keep progressing the main quest. You have to get to the second zone. He'll show up when you get there.

I've completed the main quest line. I don't know what you mean by "new section"

Yes, you have to get to The Old Town, otherwise known as Sector Zero.
