Seems to be a glitdh with the Bozak horde. When it's selected in your main quest, you can't change difficulties. The fix I found was to set the main mission to a QZ (Quarentine Zone) and enter it then quit and change it from the advanced settings there. It's a bit out of the way and tedious but now I don't have an entire horde's worth of runners after me. Hope this bit helps.
2 things:
Try entering the QZ and quitting from inside it,
Or set it to a new QZ and entering that one instead of the other.
you need to set tracked quest to any non-dlc quest for example Stuffed Turtle or any other non-dlc Quarantine Zone. Then you need to quit the game. After that you will able to change difficulty Play -> Advanced -> Play on Normal/Hard.
This worked for me. I went inside the Stuffed Turtle Market, quit and then I was able to change it (PS4). Thanks a lot you guys, this was annoying. I hope they patch this.
in this situation i needed to delete the dlcs manually and then i was able to change back to normal
Funny thing that you didn't understand that back in 2017 and still don't understand in 2019.
4 years later and i still had the same problem but thanks hehe
