Mysterious Ratchet Wrench

Anyone found a use for this yet, Crane Picks it up and messes with it and then puts it into his pockets. But its not a weapon and doesnt take up any inventory space.

You can use it to repair the water pipeline. Anywhere there is water squirting out you can climb onto the pipe and use the wrench to tighten the bolts to stop the leak. So far I don't see what it does, I've gone around tightening a few and haven't got a reward or anything special.
