Water 2.0 mission is bugged

Is Dying Light ♥♥♥♥ing up for anyone else? Not only do i not have bounties but I did the new mission where you need to redirect water to the fountain using the 3 pumping stations and i went to the fountain and drank from it and nothing happened. didn't get a quest complete. Didn't get a blueprint. I checked in my throwing weapons blueprints and it's not there and i can't select the quest again. This is really starting to ♥♥♥♥ me the ♥♥♥♥ off.

Go back to the guy on top of the University. He's got the blueprint.

I was wondering the same thing, and I think it's because the quest is completed after drinking the water, and not after getting the blueprint.
