That's one of the subquests, but there are four of them in total. You have to find all the clues in the gun-collector's apartment, then you go out to different locations to find three pistols you can use and then a quest item you turn in to Jasir for a reward.

How do i start this quest

Like almost all the other quests in The Following, you get it from the bulletin board there next to Jasir. I believe it was a newspaper clipping talking about an antique gun collection.

So I've just been playing this game I did this quest but my inventory was full so the best revolver I got does 2.5k with max legend skill.. I must have missed the good one.. is there any way I can search the chest again? Or repeat the mission?

AFAIK the only reliable way is to just reset your quest progress via the main menu. Keep in mind tho you'll have to replay thru the stroy/reputation far enough to get the quest again, but it's worth doing imo.
