There's custom community maps and the DLC is pretty good. but yeah once you 100% the game it kind of dies. It's quite a long game though and my first playthorugh took about 60 hrs.
Even if not: I had more than 50 hours of fun with this game and I am far from done with it yet, why would replay value mather?
EDIT: 97 hours ATM, also not counting the almost 20 hours I put into the ..demo version (ghehe) of the game.
And what is said above: Steam Workshop.
You can continue to play after the game ends (at least for the main campaign. I can't confirm that for The Following, but it seems like a safe assumption), and from the menu you can select any main quest to restart from that point and keep playing (I don't know if that also re-opens up sidequests).
It all really depends on how much you enjoy the base game and how long the gameplay can hold your interest. It's a sandbox with zombies, melee, unarmed moves, guns, bows, throwing weapons, grenades, traps, challenges, a grappling hook, and in the expansion, driving. There's lots of stuff to keep you occupied if you want.
Try the demo on Steam. If you really like the gameplay, then you might like playing the full game. But how long is only something you can decide.
