-Spoilers- GRE Motives?
Why would the GRE (a humanitarian organization that has been providing support to survivors) want to weaponize the virus?

Why would they create antizin and airdrop supplies if they only wanted to sell the virus?'

Nobody on the outside thinks that anybody is still alive in the city, so it would be pointless to
keep up the support act.

Did I miss a plot point? It has been a while since I played and I can't find any substantial answers on the wiki.

Honestly, the only person who says they mean to weaponize the Virus is Rais. The GRE never actually confirms it (Although it's pretty safe to assume). I'm kind of hoping a big twist with the following is that Rais was flat out lying (Rais Lying? Pretty far fetched I know) and the GRE is actually trying to cure the virus.

It wasn't until the report on TV later in the game (showin in a cutscene) that the outside world thinks no one is left alive and that is when the air drops stop. This is also why Operation Frowny Face commences, to show the outside world that people are still there.

It may be the case that you accidently skipped the cutscene.

Even so, why would they be dropping viral suppresent? Couldn't they just drop empty crates if they were simply putting on an act?
