Buggy Equipment Upgrades...

How do you install buggy upgrades? As far as I'm aware, I can install them, meaning I have some blueprints, and I've unlocked the ability... at least i think I have... but clicking on stuff in the menu doesn't seem to be doing anything.
I'm talking about things like the offroad suspension and other features, stuff like that, not engine, brakes, suspension, etc. Those things I figured out, but I mean the upgrades you have to manually activate.

I'm talking about these things in the Equipment section:

It seems everything is locked, but my driver skill level is 13, and although I've chosen mostly passive upgrades so far, I do have the Offroad Suspension, but just can't figure out how to install it...

The Offroad Suspension is another passive upgrade, you already have it on your buggy. Its icon is below the word "Upgrades" in the middle of the screen, between the shield and the gas pump.

The upgrades you have to manually activate are: electric cage, car alarm, mine dispenser, UV headlights/safe zone, and flamethrower.

It looks like you don't have any of those unlocked.
