Low FPS

My laptop specs:
I5-10500
GTX 1650
16 RAM
I installed the game on HDD, and graphics settings is:
Resolution: 1080p
Fullscreen
Vsync on
Texture High
Shadow Low
Foliage Quality High
View distance Highest
The rest of the settings are off
I got 20 - 49 FPS while roaming the city. It's weird I can't reach 60fps, is there anyone how to fix it?

https://youtu.be/2mgBLVjo1L4 12:00 GTX 1650 but desktop version starts. Isn't it doing better job than the previous one or yours? I think there is problem with cooling, I mean it's a laptop and nothing to do about it.

Okay so I tried clean and re-paste my laptop in case this was my laptop problem. Play the game at High Performance. Now the game can reach 90FPS. I think I need to maintaining every 6 month my laptop lol.
