Report a translation problem
Looks like faulty or missing DLL file problem to me. What happens when you try to start the game from its .exe file as administrator?
Go and check these DLL files first. If you can find them under the folder i've mentioned below, delete them. Not the system folder itself. Only the DLL files.
Go to C:\Windows\System32 and from there search for msvcr100.dll.
Go to C:\Windows\SysWOW64 and search for msvcr100.dll.
If you can't find these DLL files skip this step. If you can find them, delete it.
Go to C:\Windows\System32 and from there search for msvcp100.dll.
Go to C:\Windows\SysWOW64 and search for msvcp100.dll.
If you can't find these DLL files skip this step. If yes, delete it.
After this step you have to install Visual C++ 2010. Both of the x86 and x64 package are required, except the ARM (ia64.exe) one.

If you get an error while installing it you have to repair Visual C++ 2010 in the Control Panel under Apps. Right click on it, change and repair.
Go to C:\Windows\System32 and search for msvcr110.dll.
Go to C:\Windows\SysWOW64 and search for msvcr110.dll
If you can't find these DLL files skip this step. If you can find it, just delete.
Go to C:\Windows\System32 and from there search for msvcp110.dll.
Go to C:\Windows\SysWOW64 and from there search for msvcp110.dll.
If you can't find these DLL files skip this step. If you can find it, delete it.
After this step you have to install Visual C++ 2012. Both of the x86 and x64 are required. Except the ARM exe is not.

If you get an error while installing it you have to repair Visual C++ 2012 in the Control Panel under Apps. Right click on it, change and repair.
The last one is;
Go to C:\Windows\System32 and find xinput1_3.dll.
Go to C:\Windows\SysWOW64 and find xinput1_3.dll.
If you can find it delete it. If not, skip it.
After this step you have to install DirectX again. Do not install the Bing Bar App.

This will most likely fix your problem since these are the DLL files that mostly cause this error.
