Alin. is spot on. The only official ways of acquiring ammunition blueprints for crossbows would be to purchase the Following DLC or the Shu Warrior DLC.
The regular bolt blueprint in the Following is awarded upon reaching Reputation Rank 2, and the elemental versions are awarded at Rank 3.
All blueprints for the Gust of Wind versions of the 4 ammo types are given at the same time after purchasing the Shu Warrior DLC.
Regardless of which of those are purchased, the blueprints you get will produce the same ammunition items as all of the crossbows utilize the same bolt ammunition.
The Deadeye addition did not provide blueprints for ammunition for either the bow or the crossbow and they relied upon the existing blueprints to create ammunition for them.

I appreciate Alin recommending the use of my Auto-learn All Blueprints mod. Using it would be sufficient for you to learn those ammo blueprints artificially. However, using that mod may cause you to auto-learn more blueprints than you would like even if you only select to auto-learn all ammo blueprints as my Auto-learn All Blueprints allows you to do.
You may instead like to give my Quartermaster Bows Mod a try. You can use it to temporarily have all quartermasters offer all bows, crossbows, bolt ammunition, arrow ammunition, and all of the blueprints that exist to produce all of these. You can then take only those bow/crossbow items or blueprints that you want to have and then uninstall the mod if you would like.

I honestly thought that in order to equip any of the bows and crossbows, including the Valentine Crossbow, required owning the Following DLC. Even my custom Calyxium Bows and Crossbows still require that the following be owned in order to be usable as the weapon type itself is locked from use unless you own it. https://www.nexusmods.com/dyinglight/mods/157
If you are able to equip your Valentine Crossbow, and you do not own the Following DLC, it would seem I have been mistaken. There must be something about that weapon I am missing then that would allow it to be able to be equipped without owning the DLC as other crossbows require.
