The hell? A plane just buzzed the Tower?

I'm on the main quest Siblings, after leaving the school, but before talking to Rahim. I went on the elevator and when I got up there the tower started shaking and rumbling, and I heard what sounded like a helicopter. Through the broken window I could see an airplane flying by. It wasn't a supply drop thing, as I had just picked one up not long ago, and going back down and outside didn't show any new drops landed.

I've never seen that happen before when upstairs, and it seemed really unusual because there are only a couple planes a day and they are Big Deals.

Ive seen it. Its just background scenery. When you are inside the tower upstairs you are in a sepperate level.

I was not curious about this when this happened to me less than 10 mins ago, I thought it was just an event triggered by reaching this part of the story. I am at the same place in quest as the OP, I liked it.
