Ok, here's the easy solution for this controller.
You take a paperclip and insert it into the pin hole on the back. Press once to change its mode and your controller should work.
It has several modes depending on Default, Analog, Digital and Android see the .pdf for detailed instructions.

Good Controller, stable but the thumbs aren't as easy on the fingers as an Xbox 360 Wireless. Easy to get use to and it seems to offer more stability without the Drifting issues.

IF NONE OF THAT WORKED, HERE'S WHAT WORKED FOR ME:
unplug and plug the dongle
you should get an error notification on windows
if you dont get an error notification thats, fine ( i hope)
open device manager
go down to universal serial bus controllers
you should be able to find which one to uninstall because it says it has an error. simply right click and uninstall the one that has a yellow exclamation point
replug the dongle and i hope it works
