Can't get Enhanced Edition for free - Announcement says it is for owners, what's up?

Today's announcement says "every player that owns the Standard Edition of DL will automatically be upgraded to the Enhanced Edition." But I still only have the Standard Edition and would have to buy the EE. Anyone else figure out what is going on?

You need to redeem the DLCs in game

How? When I click on the icon it just opens up the Steam overlay?

- Launch Dying Light
- In the main menu choose the option “DLC Packs”
- Download all the new content :
Dying Light The Following (including a new story, new map, and vehicle)
The Bozak Horde
Crash Test Skin Pack
Ultimate Survivor Bundle
Cuisine & Cargo

That being said it can take some time for the update to take effect, it will be available today though

Unfortunately it just opens the Steam Overlay and wants me to pay. I can';t even log into the Techland website either, Something odd seems to be happening across the board.
