Well, 0 repairs means no repairs left. Replacing is the only option then.
Parts can be found in black or green crates with a text on it (they are the only ones in the game that have a word written on them, so you can't miss)
You can craft your own, if you end up finding blueprints for same or high level parts (highest level blueprints can be found in special military crates, that you can open with a keycard that you get somewhere in the middle of the storyline)
Dude in a truck that is located on a collapsed highway (inbeetween the farm and quartermaster Bilal) that sells lvl 2 and 3 buggy parts
So once you have the parts you need, go to the front of your buggy, open its menu and just replace the part that is broken and has 0 repairs left, with a new one.
