Steam Achievement Manager counts as a bot or cheat, if not just an unauthorized third-party software, therefore is against the Steam Subscriber Agreement.
If you use this software, your account may be terminated:
Games can now manage achievements server side. This means that achievement unlockers no longer work for all achievements (i.e. cannot unlock server-side achievements).
SAM is ok to use, being using it for years, it won't get banned etc.. etc...
Now, on WHY it hasn't worked for you, OP: It depends on how the game keeps track of your achievements. Some of them are tracked throught Steam (Go in the statistics tab in SAM to see it), some of them are tracked in game (and these settings are probably even stored on the cloud). Now, an achievement unlocks when a condition is satisfied and the game calls the Steamworks API. Problem is, while on the first one the game will probably check Steam, on the other one, it probably sees that you already completed the challenge/quest for that achievement.
One thing you could check is: did you complete all secondary quests ? If so, you unlocked an achievement. If you lock that achievement then, in game, go to Extras => Personal Stats, scroll to the bottom. There's a list where it tells you the name of every secondary quest in the game and what have you completed. So, what does it say ? That you completed all secondary quests or not ? My money is on the game tracking internally what you did and what you didn't do, so, if you completed all secondary quests, that list will be all gray and you won't get that achievement doing again all secondary quests.
Steps:
1) Locate and Delete the Save Folder
- Navigate to the directory: steam/userdata/(yoursteamid)/239140.
- Delete the folder named 239140.
2) Disable Steam Cloud Sync
- Open Steam
- Go to your library and right-click on Dying Light.
- Select Properties → General → Disable Steam Cloud for the game.
3) Start Fresh in the Game
- Launch the game
- Create a new save and play until you kill the first infected.
The achievement for this should unlock (assuming you've reset achievements using SAM beforehand).
4) Re-enable Steam Cloud Sync
- Exit the game.
- Go back to Steam and re-enable Steam Cloud for Dying Light.
5) Handle the Cloud Save Conflict
- Steam will detect a conflict between local and cloud saves.
- Choose to overwrite the cloud save with the new local save.
6) Outcome
You’ll now have a clean save file without your old cloud saves.
Achievements will unlock as you progress through the game, just as if you were playing for the first time.
