Edit. Rais's pistol has a burst fire mode if I remember correctly
Not entirely true.
You can actually obtain a Rais' Pistol once per playthrough, because it is linked to a quest. So no, there isn't "only one in the game".
It is true that each time you complete "The Shadow of the King" side quest, you will earn Rais Pistol, which means your character save can eventually have more than one. In my case, I have one from my original play through, and one from my NG+ play through, for a total of 2.
It's also possible for a player to get the one Rais Pistol on their completion of "The Shadow of the King" side quest, and join other players on their completion of "The Shadow of the King" side quest, and earn another Rais Pistol, for each completion. Finally it's also possible to reset your own progress in Old Town, and play "The Shadow of the King" side quest multiple times before finishing the game, and get a Rais pistol for each time.
I don't understand why you would want more than one Rais Pistol, (unless you do something dumb like losing it by giving it to Dawud, or dropping it), but hey, to each their own.
Too bad there aren't more handguns in the game.
