Refer to the guide Xzit linked you above for more info:
Actually I have nothing to say but I feel honored someone gives a ♥♥♥♥ about that guide.
It's well written, well illustrated and well structured, so why someone would not give a ♥♥♥♥ about it?
Well it's almost one year old now and only gets you one outfit in return for hours of farming. I can't believe it's still relevant to people!
Oh, stop it you
Well, because of Snake in the Grass, basically. Requisition packs are used to craft subsonic ammo with the blueprint added with that content drop, so your guide is still very useful.
If you plan to, see if this helps:

thanks all :) and thanks for your GUIDE
Too bad requisition packs, like disaster relief packages, can not be picked up by other players once dropped... :P.
As long as you don't use cheated weapons, like infinite ammo guns, I'm up for it.
Good Game.
