Is there any simple way to make blue shields respawn?

White shiields will always respawn. You might do them once (on new save), cause they're dropping Blueprints as rewards.
All you need is story progression (~30%), do a white shield, and the blue ones will show up.

Thanks, this can get confusing since white shields are automatically visible on the map, whereas blue shield only appear when you walk close to them like an event.

Blue Shield missions have always felt a bit random to me. Usually I get them when I am not looking for them.

I've nearly always gotten the Slums " Blue Shield " at the boxcar in the morning, whereas the Old Town one is in the evening.
