Found a working tv in the slums

So I haven't played in over a year or so. Was searching houses in the slums for supplies when I heard what sounded like a radio. I went to the roof of the house it was coming from and descended into the building. On the middle floor there was a tv turned on to a children's show. I turned it off and for some reason could not turn it back on like you can working radios.There was a small blanket in the vanity next to the couch. A drawing of what looked like US planes dropping some type of chemicals onto people was drawn in crayon inside the vanity. I searched the entire house, just a bunch of blood and a few supplies in the basement. Forgot to mention there's a hopscotch drawing on the roof next to the entrance. Like I said I took some time off but I've played this game for 100's of hours over the past 5 years. That's the first time I found a working tv that wasn't in a safe zone or near living people. it also creeped me tf out because clearly a child died there. Wasn't sure if it was maybe an Easter Eggs I'm clueless about or something.

There is a tv on with childrens program in old town when you find the kids lost blocks and he scared to go down in the basement because of strange noises?
