i dont think there is any way since i tried everything :/
basically have steam running in the background open the dlc site in your browser with vpn (but not logged in) and press install. then a window should pop up asking if steam is already installed if u klick yes it should add the dlc. i hope my explanation is understandable ^^
Wrong. Advertisement is not allowed and game can only be sold to people over 18. "Indiziert" is not the same as "Beschlagnahmt", only the later is not allowed to be sold. That's why you had 18+ rooms in video rental stores or could buy those games "behind the counter" in any Mediamarkt in the past. (They stopped after politicians blamed the mass shooting in Winenden et al on video games...)
That being said as Steam has never implemented a age verification in line with German law, they are actually not allowed. But that is a decision of Valve.
