Lucky Repair Bugged?

Is Lucky Repair, a skill in the Survival tree, bugged?

It reads: "Get better at repairs. Repairing a weapon will often not use a weapons repair slot."

Keyword there being often. Over the course of repairing different weapons a good 25-30 times, I've NEVER witnessed it working. I have played the PS4 version a year or so back and remember the skill working as intended, quite often, extending a legendary weapon with 5 repairs to sometimes twice that.

Has anyone else had this problem? Did they lower how often it works? Is this a known bug?

I think it has been lowered at certain point, but it still works tho. Just less often and you have to be lucky. I would suppose the chance is around 25% now instead of 50%, however I'm not entirely sure.

Doesn't the description say it's a one in four chance? It worked fine for me when I played.

The description doesn't mention any sort of success rate. That's a bummer though -- they should of edited 'often' out of there too, because it's pretty damn rare in my experience
