The damage you wrote about is 100 % physical I assume?
Higher Lvl means more chance for element to happen.
There is some combinations about element like:
Fire + Poison
Electric shock/impact + poison
At the end:
2x Lvl 2 has better DMG than LvL 3, but Lvl 3 has more chance to active it's element.
Normally, lvl 2 has 5% chance, while lvl 3 has 10% chance.
There are actually two different methods to craft a weapon. You may find it helpful to choose the Blueprint FIRST, and then choose a weapon that is listed to be usable by the blueprint.
The reason to do this, is that you will get to see the result of the crafting, and still be able to back out of it.
Instead, if you choose the weapon first, and then choose the blueprint, it won't show the promised results, and then it won't give you a chance to back out of the crafting, it will simply make the item.
So, I'd try using that method. That at least will show you how the Blueprint is going to effect the weapon's melee characteristics as well. Many Blueprints effect Damage, Handling, and the like, as well as adding the chance to trigger an effect like the Bleeding, Fire, Poison, Electricity, and Force Push Throw (for lack of a better name in my head at the moment).
Otherwise what was said above is basically correct. A 2x Bleed will tend to trigger more often per swing and cause a greater bleed than a 1X one.
I would not go by the color of a blueprint nor the color of a weapon. I'd compare their stats completely before I decide to use a blueprint. As you have already noticed, the higher colored blueprints may use more crafting ingredients, and early on that can also be a negative.
Keep in mind, as was mentioned, that Effects can combine with the environment and the effects on the zombies to create important interactions.
So, if you use a Flaming Weapon on a Toxic Cloud zombie, he will often ignite. When he ignites he will turn into a flaming Infected, except he takes damage from his own burning, likewise so do you, likewise does anything flammable in the environment, and sometimes another zombie. WORSE, when he ignites, he may cause an explosion sound, or cause one as he walks around, this can call in the Virals.
So, although Flame causes a good amount of damage, reliably on the smaller infected, it doesn't help for silent running. Sometimes you want to go silent, sometimes not.
Likewise having Toxic Effect on a weapon often is the most dangerous. As you keep forgetting that you are likely to interact with fire and cause ignition and explosions.
If you have access to any Dead Island Manuals, the same basic rules follow thru from that game. The Dying Light Wiki may have more information on this as well.
Among the larger infected, and even among the gasmasks, you will as story progresses possibly find some that have a certain resistance or immunity to certain Crafted Effects. Just a thought.
So a thinking man goes by the effects crafted, thus learn by doing using the method at the beginning and via experience/experimentation. Color of blueprint is secondary to what you want to achieve, and what you have as ingredients on-hand.
