The time of day you turn them in is neither here not there. The XP remains the same. Collecting them at night will give more XP as you are outside during night hours but that does not extend to giving them to the quartermaster.

Story mode: 6,000 XP per package.
Normal mode: 12,000 XP per package.
Hard mode: 30,000 XP per package.
Nightmare mode: 120,000 XP per package.
