Originally when Content Drop #2 was released, to equip a pistol with the Silencer, you needed to be at or above Survivor Level 12, and then pick up the blueprints from the Quartermaster. Once you have them, all you needed to craft the silencer was either an American or German 9mm, and metal parts.
Now, you need requisition packs to craft the ammo and the silencer. (You can also randomly find the ammo is police vans, or the lockers in the loot room at the end of the Harran Prison run).
I guess that since the Subterfuge quest was added, where you could get the subsonic ammo blueprint, Techland also changed the Silencer blueprint so that it does NOW require requisition packs too, plus bolter tissue.
They actually changed the blueprint completely, so I suppose I should feel lucky that I crafted mine when it was originally released. I at least saved myself from using up 10 req packs and 2 Bolter tissues.
