So it seems i may have broken her questline. I was able to make and consume the liver potion but the kidney potion still hasn't popped up and I finished the story/sidequests. I feel like i could join someone with the quest and do it with them, any thought?

The way that Dahlia's quests progress are that you talk to her and she'll send you out to bring back the ingredient she needs for each of her 4 potions, (mushrooms, liver, kidney, tissue). You do this one at a time, and each time it's a different quest.

Once you have the specific ingredient, you bring it back to her, and you receive that potion, and the potions' blueprint. That ends each quest. What you're supposed to do next is drink the potion she gave you, wait until the effects wear off, and then go back to Dahlia where she'll give you the next potion quest until you get the cloak potion.

If you're saying that you drank the liver potion, and after the effects wore off, you went back to her and she didn't give you the kidney quest, then you may need to reset the entire series of sidequests, but restarting your game from a prior main quest, (under Play Campaign, Advanced), so you can do them all over again.

Especially if you have the liver potion blueprint, and she won't give you the kidney quest when you try to talk to her again, then you probably need to restart. If you don't have the liver blueprint, I'd try killing and harvesting another goon for their liver, and bring it back to her and see if she gives you the liver potion and blueprint again. Then drink it, wait until the effects wear off, and go to see her to try to continue with the kidney quest from there.

so after hours of trying to get a liver i give up lol i feel like the droprate is 0. I tried completing a quarantine zone mission to see if that would prock it but nothing happened. Well, I was planning on starting a ng+ run so Ill just complete it then.

Sorry that it got bugged for you. I don't know if you've started over or not, but I've seen several putrescent livers in the lockers of the prison run loot room. Although I don't know if bringing her another liver will get your quests started again or not. If you have the liver potion blueprint, she probably won't react to you when you bring her the liver.

I also agree that the easiest thing to do is complete all of her quests in order, one right after another. For anyone else trying to do this, here's my one tip. Each time you get one of the first three potions, climb onto the roof of her safe zone compound, and walk over the roof until you leave the safe zone. Then drink the potion and walk back onto the roof of the safe zone, drop down into the zone, and wait until the potion takes effect. Once the potion effects wear off, just walk back over to her to get the next potion quest.
