I can't get Dahlia's third quest.

So I had done her second quest, the one where you have to get the liver of a goon and craft a potion with it. I drank the elixir in a quarantine zone and then I got out (without completing the quarantine). After that, I realised that I can't talk to Dahlia to get her third quest. Is there any fix to this? I want to do all the sidequests so I have to somehow get her last two ones. (I will also post this in the bug thread).

You may try restarting from Main Menu > Play > Campaign > Save > Advanced to reset her side missions. This will potentially reset other side quests near this one.

No, all her quests are in Slums.

You have to drink the potion she gives you after completing the first quest, to get the second quest.

The way that Dahlia's quests progress are that you talk to her and she'll send you out to bring back the ingredient she needs for each of her 4 potions, (mushrooms, liver, kidney, tissue). You do this one at a time, and each time it's a different quest.

Once you have the specific ingredient, you bring it back to her, and you receive that potion, and the potions' blueprint. That ends each quest. What you're supposed to do next is drink the potion she gave you, wait until the effects wear off, and then go back to Dahlia where she'll give you the next potion quest.

If you're saying that you drank the liver potion, and after the effects wore off, you went back to her and she didn't give you the kidney quest, then you may need to restart, as BM suggested. Especially if you have the liver potion blueprint, and she's not giving you the kidney quest, then you probably need to restart.

If you don't have the liver blueprint, I'd try killing and harvesting another goon for their liver, and bring it back to her and see if she gives you the liver potion and blueprint again. Then drink it, wait until the effects wear off, and go to see her to try to continue from there.

For anyone who's looking for a shortcut, once you get the first three potions, you don't actually have to run around among the zombies and drink them. You can briefly leave the safe zone she's in by climbing onto the roofs there, drink the potion and then jump back into the safe zone to wait until the potion effects wear off. When it does, just walk back over to her to get the next potion quest.
