Report a translation problem
Several places that seem like they would make good safe houses are either part of later quests or require you to talk to someone.
There is one that does become a safe house where there are TWO different power connections, but the quest gets you confused by not making it clear.
One power is up higher on the antenna, the other is lower in the brick shed. That may be the one here.
One is in the brick shed. You may also have to talk to a guy up on the medium level of the Antenna to get it going right, either the quest or the second stage of power.
I believe the second power source may require a bit of work. This is also where the quest to turn on the Antenna is, it's a major story quest. That requires quite a bit of fancy climbing and jumping. You may require several tries, aka deaths, to get it done. But once you do achieve it you will pretty much be a master at it and be set for any Bridge Quests.
In some Safe Houses, you also have to close an entry point, like a gate, or move a shelf or dresser to close the hole to secure it.

Just as he died, 3 zombies appeared from thin air. I was lucky I didn't have to die for this.
Btw, I did try the Dropkick Bomb on him but he still got me on the ground. I barely got away! LOL
So by the time you get to the antenna for the second power source, usually some other zombie idiot (okay so that's double-stating the case) gets in, requiring some extra cleaning up.
This particular base had issues for me also just getting the second power source located and then activated. I must have tried that 4-5 times, not counting the additional clear outs. So I feel your pain.
On Normal Difficulty, usually the Drop Kick and Drop Kick Bomb will stagger the Goon enough to swipe twice and escape for another try. I see you must have also been using some Boosters. Stick around too long and they may hand swipe you -- I just had that happen on Hard Mode Clean Start I'm doing. That used to be the same possibility with the Thug in Dead Island (and the Goon is based on the old DI Thug).
It's funny how many thrown melee weapons those Goons can take. One thing I used to do to help out, is throw a Flammable Liquid on them to make fire weapons start working, or a Conducting Liquid, which is a better choice, if you have some electricity on your weapons. The Goons tend to be weak to electricity but strong versus fire, so that can help. But Molotovs work better with the flammable liquid preparation beforehand.
Nothing beats Firearms aimed at the head though. The Heavy Rebar isn't a bad choice at all, thrown. Good move there. Propane tanks if you find some are good to explode near him also.
One guy once recommended, but I never tried this as it sounded risky, hitting a propane tank first, then throwing it at the Goon. You'd have to be fast, and I don't trust them to take always the same amount of time to explode, but it would be very accurate if you could pull it off. I may experiment in future doing that. Your situation reminded me of that suggestion again.
PS - nevermind trying to dropkick Goons, it just pi**es them off.
On a good day, you throw the propane tank, knocking down the incoming enemies. Then run in or tag it at range, and boom -- there goes the neigborhood.
Firearms and Bows firing any arrow, will detonate it on contact, where the other methods above will give you some time before they explode. Hmm, actually I never did try the freezing arrow on a propane tank. Wonder if it still causes it to explode. Same with Freezing Stars, maybe not.
Blunt melee weapons will also trigger it.
Now, I've never tried a two-handed melee strike -- maybe a heavy damage weapon might get it to explode earlier. But it doesn't seem to do so on thrown melee weapons, so I doubt it. Just warning you that it might happen with a high tier two hander.
So far not happening with things like high damage green or below machetes that otherwise hit with 900 plus damage, so I think you won't trigger the Propane Tank immediately.
You can use the Hazmat Suit enemies, nicknamed Gas Tanks, the same way. Sometimes they go flying wildly like on a jet pack, they can even fly and explode near you -- so might want to give some distance.
