Only thing I can think of is the airdrops, if he loot them all and you dont, he gets expecrience and you dont. Also, random encounters could be a factor, if your friend complete more random encounters than you, he gets more experience.

Survivor skill-tree is extremely easy to work on, especially the first 10-15-20 ranks. It's always possible to drop out, run to Stuffed Turtle (A fast travel method is in the guide above), grab some DROP(s), deliver it to Quartermaster and that's it.
Just because some game mechanics are easy to abuse doesnt justify a coop mode where the host levels 5 times faster than the other person. what were the devs thinking?
i never played this game in co-op but if what OP says is true then im glad i never did because it would make coop unplayable for me, cba to abuse some xp farming "glitch" to be on par with my co-op partner.
I know that it doesn't justify this, but I am not a Developer and I can do nothing about it. But it's not a big deal, fixing it will only take few to several minutes. I don't see many people complaining about this issue, if they were, then Developers would probably have done something about it.
It could even be a rare glitch, and as Le Deflagosseur said, it could be just the host being more active with airdrops and random encounters, which would result in host leveling up faster.
Reward items on the other hand, can be completely different ~ helping survivors, etc..
Well I gave them my save file which fixed it, only viable option there is I think.
Another solution would be, have the person with least story % be the host, I believe.
