They don't respawn. The only way of respawning them is you manually restarting your game from The Way Out mission, in Main Menu > Play > The Following > Save > Advanced.

Doing so, will reset your main and side missions, as well as trust rank and all safe zones. It won't affect your inventory, skill-trees, buggy and neither driver skill-tree.

so. if i restart a few missions i can also meet faceless in first safe zone. i i didnt get the crossbow to that guy and in the train is gone too.

Yes. Restarting like this is also a way to fix the glitch when faceless NPC doesn't appear to give you crossbow.
