Make sure to go to your game's properties. (right click Dying Light) Go to DLC and make sure the DLC is checked. If it's not checked, you'll know, just check it off.
You can also craft the items. It only requires ONE melee weapon of any kind and it's available to craft from the get go . (I'd recommend doing it with weapons that have good stats. The stats carry over. There are no added benefits and weapons with upgrades do not carry over, at least damage wise from my knowledge)

Go to the store page, go down to DLC, download it. If it's not there follow the previously mentioned instructions involving the game's properties.
