This section/level gets a little difficult but it's do-able.
Then the best way of getting through the fight is to wait until he swings at you, jump back and then jump forward to take a swing at him. You also need to dodge his knife throws. You can get him on one side the large glass room dividers, and try hitting him when he starts to walk around it.
Finally when the rest of the Rais' men show up to fight with Tahir, you can try to lure one of them into a side room, (look for the rooms where you can open and close the doors), close the door and defeat him with your machete. Once that's done he will drop a green sword which is the strongest weapon you can get in that part of the game. You can use that to defeat the other men, and Tahir, much more easily.
I lost about 1 million survival points doing this quest and hated every minute of it.
Unfortunately most story missions are equally frustrating. It makes you want to uninstall and spit on the space it occupied.
Later play throughs with legendary he dies from bare fists pretty easy.
I love Dying Light, but the boss fights kinda suck, as in they aren't very well thought out.
The Pit was great, but I wish I had the option of blasting Tahir and Rais with a double barreled shotgun. The later was just a quick time cut scene...
Reminds me a lot of the original Deus Ex Human Revolution before directors cut fixed the terrible/buggy boss fights.
But yeah the fights are actually hard on NG+ Hard/Nightmare if you don't respec into fists.
Like the machetes they give you do not scale with level, but the henchmen/infected do.
