Hard Mode Shotgun Ammo

So I picked up a shotgun sometime ago, probably around Survivor Level 14, and had roughly 15 shells. I've used all of them up and now have found a nice double barrel. Unfortunately, I have searched many, many police vans and found primarily rifle and pistol ammo, but zero shotgun shells.

Besides the obvious search of Police Vehicles, does anybody know of any other sources? Vendors don't sell ammo on Hard Mode, which is fine, but it seems like shotgun shells are even harder to find than subsonic. Currently Survivor level 18.

If you are in Countryside, loot the military caches for ammunition supply. Otherwise, you can try purchasing forearms from vendors and then drop it, if I remember this correctly it should give you some ammunition.

You can try quickly switching to Nightmare and restocking on ammunition whenever you want. Difficulty can be changed anytime. Upgrading difficulty and downgrading doesn't break difficulty rewards.

Thanks for the reply @BladeMaster. I haven’t yet left the slums, so I will wait until Countryside I suppose. Unfortunately I am a purist so changing difficulty modes seems like a cheat to me!

Call me crazy...let me know if you think of any other locations.

In Old Town there's an underpass with a yellow van (blinking lights) with an open backdoor that has respawnable shotgun ammo (10 rounds) in a duffle bag. I found this out not too long ago as I'm currently playing on Hard.

You'll have to advance the main game I'm afraid. Old Town is a different map entirely.

Could you be more specific? Underpass with a yellow truck doesn't tell me much.

Change the game to Nightmare and buy it, chance back to your normal difficulty.

You are too low to be able to use a shotgun with confidence. Maybe you should change the difficulty in Nightmare, which in my opinion is almost easier than Hard.In fact, all the stores sell ammunition, you just have to go around 3/4 shops to get fully loaded pistols, submachine guns and rifles
