I play at max with 60 fps
1920*1080 res
need do it in a window so they can use the rest of the desktop work space .
It is in the Game Menu . Turn full screen OFF , reverts to window mode .
here , CPU is fix clocked at 1.7 Ghz , your Lag ain't from the CPU .
it's gotta be in Video card drivers . One 1070 works and the other doesn't ?
what don't we know about both of those systems ? what's different ?
AMD here , RX 570 8 gig , 1080p . i just gave Dying Light a really good Passive boost .
How ? Shadow Map . Instead of using "Very High" , set it to High .
Everything else is ON or max , except No AA and No Motion Blur
running 1080 . No lag No spit ( No sputter ( cept from buggy ) )

8 gig VRAM is plenty to support Very High Shadow Map , but does put
a little hurt on the GPU . High Shadow Map , panning in the middle of
tress etc ,..is now smooth . Yes ALL Nvidia stuff is ON .
does your Witcher 3 , if you have Witcher 3 , run good ? Set Shadow Map to High ,
instead of Ultra . Much smoother now , and i have Hair Works ON for ALL
with 4x AA applied to Hair Works . runs just fine . NOT geting 100 fps ,
but more then enough . all other settings max ,... No AA , No Motion Blur .
Blur yes , but NOT Motion Blur .
Shadow Map size , use "High" do NOT use "Very High"
V-Sync ON .
( NOT using AA , NOT using Motion Blur )
ALL remaining settings can be ON and Max .
CPU runs at 1.7 Ghz Fixed frequency , DDR3 system memory 1866 Mhz .
CPU\motherboard is NOT the issue .
the above also works just fine with VSR ON , in Radeon settings , while
running at 1920 x 1080 in game , menu . RX 570 8 gig VRAM , 16 gig System mem.
VSR on or off , doesn't matter . same consistent performance either way .
It does'nt work in DL (at least for most people). Probable because the game uses enter for selection. It does not work in all games.
I found a workaround for this problem by launching the game in Windowed mode with V-Sync off.
After loading the map, I can turn on fullscreen and V-Sync and it won't lag at all.
Weird.
i read at the time , when Dying Light first came out . performance issues on AMD .
Now , it seems if there are issues , it is with Nvidia cards .
i had run DL on A10-7850k APU GPU Soc that used 2 gig system memory for VRAM
running at 1280 x 720 keeping Nvidia post processing stuff OFF . it always ran
consistent . Now with RX 570 8gig VRAM at 1080p it can hit
80 fps( v-sync OFF for testing ) with
everything ON , V-sync ON , except : Shadow Map at High , No AA , No Motion Blur .
Max zombie count , no issues , CPU at .1.7 Ghz . CPU is NOT causing the lag .
Full Screen or window mode , no issues . DL game menu has the Full screen
setting , it works . nothing special to do here .
Agreed. Just last year, I used to play this game on an AMD FX4100. So, processor is not a problem. It seems to be related to the graphics driver.

CPU is intentionally under-clocked , lower power and
has No significant effect on fps .
GPU clocked at 1165 Mhz , Memory at 1750 Mhz
GPU power at idle 24 watts
BPU power at max load 60 watts
as monitored by wattMan .

1400 Mhz versas 1165 Mhz ?
predicts 20 % fps gain ,
however , Net fps gain is 12 % .
however , Power increases by 50 % .
thus , O.C. is kind of pointless .
power to fps % gain ratio is about 4
( an extra 30 watts to gain 12 % fps )
Nope . not doing O.C. anymore .
60 watts to 96 watts O.C.
for only 12 % fps gain , not doing it .

Could be drivers, different types of keyboard etc. Its not a short cut that has to work in games. I think the only one that has to work is ctrl-alt-del as far as Microsoft are concerned.
It's not a functionality provided by the Operating System.
I can also confirm that it does not work for Dying Light on Windows 10 or on Windows 7 for me.
